IMO marketing your website start with your content. Providing useful and relevant content in your niche is very crucial. Here are my top 6 picks:
1. Great content - be it information, service, products... providing relevance and usefulness gives you higher chances of making a visitor into a customer
2. Forum and blog posting on relevant niche - you participate constructively and learn new things while promoting your site via signature.
3. Pay-Per-Click - done properly, best at getting target traffic faster on a direct marketing approach to your potential clients.
4. Targeted Link backs - another premium way of getting the right traffic and would help also in PR building so long as you submit to high PR sites or directory
5. Article marketing - useful and relevant articles to your niche is a nice way of link baiting.
6. SEO - through link building - this will get you more traffic in the long run

For me, i submit to directories (quality ones), article directories (although i haven't written an article in a few months) and do a little bit of blogging. This is what i am doing right now to market.
After awhile, word of mouth takes over and hopefully nice folks add your link to there site or recommend it to people.
I also use classifieds. Once and awhile i like to try new things out and see if it works or not.
One thing people forget to do if they join a forum is fill in there profile information and put links in there siggie. This is a easy way to get traffic. Just post normal in forums you like and someday people will check out your link's if they are interested in the site.
For this forum, when i first created it, i got vbseo in which makes the forum more SEO friendly. People have there own opinions about this SEO software for vbulletin forum's but it has worked for me and i'm happy with the result's.
Apart from the ones on the list you've mentioned, I also add my sites to social bookmarking sites. I think social bookmarks are really quite efficient in SEO.
Another thing is posting comments or answers on different answer sites like yahoo, google.com, rediff etc with a signature. This also creates much traffic to a site.
